State forecasting and state planning

ABOUT STATE FORECASTING AND STATE PLANNING

 

State forecasting is the activity of forming a system of ideas about the goals, priorities, directions, expected results and forecast parameters of the socio-economic development of the Republic of Belarus, its administrative-territorial units and sectors of the economy (types of economic activity), taking into account the probabilistic impact of external and internal conditions and other factors.

State planning is an activity to determine goals, priorities, objectives, indicators and parameters of the socio-economic development of the Republic of Belarus, its administrative-territorial units and economic sectors (types of economic activity) for a certain time period, as well as a set of mechanisms, methods, tools and necessary resources to ensure the achievement of the goals.

State forecasting and state planning in the Republic of Belarus is carried out in accordance with:

Law of the Republic of Belarus dated May 5, 1998 №157-З “On state forecasting and state planning”.

Resolution of the Council of Ministers of the Republic of Belarus dated January 12, 2024 № 28.

State forecasting, state planning are based on the principles of:

scientific validity

consistency

transparency

succession and continuity

feasibility

variation

measurability of the goals and objectives

flexibility

effectiveness.

 

The development of documents for state forecasting and state planning at the republican level is ensured by the Council of Ministers of the Republic of Belarus in interaction with the National Bank and the National Academy of Sciences of Belarus in accordance with their competence.

The development and approval of state planning documents for sectors of the economy (types of economic activity) is carried out by republican government bodies and other organizations subordinate to the Council of Ministers of the Republic of Belarus, pursuing state (state sectoral) policy, carrying out regulation and management in a certain industry.

The development of state planning documents for administrative-territorial units of the regional and basic territorial levels is carried out by the relevant local executive and administrative bodies.
