Infrastructure Interagency Coordinating Council
In order to form the institutional basis of PPP by the Resolution of the Council of Ministers of the Republic of Belarus of 27th May 2014 No. 508 since March 2014, the IICC operates.
IICC is a collegial body established to coordinate issues of a long-term development of infrastructure facilities, within the framework of the PPP.
IICC (approved by the Resolution of the Council of Ministers of the Republic of Belarus of 27th May 2014 No. 508) includes representatives of key ministries, executive committees, public organizations, business structures and financial institutions.
The main tasks of the IICC are:
Elaboration of the main directions of a long-term development of infrastructure facilities;
Determination of approaches and methodology for the development of the National Infrastructure Strategy (NIS);
Approval of NIS and annual reports on its implementation;
Assistance in the formulation and implementation of State policy in the sphere of attracting investments for the design, erection and (or) reconstruction, restoration, repair, modernization of infrastructure in the PPP;
Organization of interdepartmental interaction on the development of infrastructure facilities, including the attraction of investments for the implementation of infrastructure projects in the PPP.
IICC ACTIVITY
In 2016, two meetings of the IICC were held.
The first took place on 22 January 2016 at the site of the National Bank of the Republic of Belarus. The following issues were considered:
The ongoing work on the preparation of acts of subsidiary legislation in the development of the Law of the Republic of Belarus "On public-private partnership";
The current stage of elaborating an agreement on the participation of the European Bank for reconstruction and development in financing the services for the preparation of the first pilot project «Reconstruction of M-10 road from 109.9 to 195.15 km».
The consideration of new PPP project proposals, including "Creation of a multifunctional production and energy complex in the city of Novogrudok", "Designing and construction of the Emergency and First Aid Station on 96, Kuibysheva street in the city of Baranovichi, "Multifunctional Family Leisure Center", "Cooperation of private business and the state in the field of innovative teaching of students in programming and robotics";
The preparation of the project "Reconstruction of the complex of buildings of the health care institution "City Clinical Hospital No. 3 in the city of Grodno" for the Grodno Regional Clinical Oncology Center".
The second meeting of the IICC with the participation of the members of the UNECE Business Advisory Council and international experts took place on 28 October 2016, during which the following issues were considered:
The results of the formation of the legislative base in the sphere of PPPs in the Republic of Belarus;
The UNECE Business Advisory Council members’ comments on the existing PPP legislation, as well as recommendations for its further development;
The elaboration of UNECE standards for the implementation of PPP projects;
The preparation of the first pilot PPP project in the Republic of Belarus «Reconstruction of M-10 road from 109.9 to 195.15 km» (the current phase of the project, its implementation of the scheme);
New project proposals for the preparation and implementation on the PPP principles, as well as the comments of members of the UNECE Business Advisory Council thereto;
The actualization of the National Infrastructure Strategy for 2017-2030 and perspectives of PPP development in Belarus;
The approval of the IICC operating procedure and other organizational aspects.
