National Agency of Investment and Privatization (hereinafter – Agency) was transformed from the state institution, subordinate to the Government, to the state institution, subordinate to the Ministry of Economy (according to the Edict of the President of the Republic of Belarus as of April 22, 2011 № 173). This marked the new stage in the activity of the Agency.
The Order of the Ministry of Economy as of June 13, 2011 № 69 approved the Agency charter. The main aims of the Agency are the following ones: attraction of foreign investments, intensification of privatization processes and support in the cooperation establishment between republican bodies of state administration, local executive bodies and investors.
According to the charter, Agency participates in policy development in the sphere of foreign direct investment attraction, cooperates with transnational corporations to create joint import-substituting enterprises in Belarus, implements measures in formation of country’s investment image, creates and updates the database on investment activity, renders project support, etc.
Agency fulfills some functions of privatization bodies on certain objects, namely:
- attraction of specialists to perform privatization works;
- participation in the preparation of draft resolutions on privatization of the shares owned by Belarus;
- Drawing up the offers on the method and conditions for the sale of privatization objects;
- establishment of a commission on conducting auction sales;
- Submission of complaints on the disputes arising from privatization contracts.
On September 21, 2011 the Order of the Ministry of Economy entrusted the Agency with implementation of a project of pilot privatization with the support of the World Bank. Nowadays the privatization preparation of eight enterprises is carried out. They are ”Belgazstroi“, ”Minsk Margarine Factory“, ”Avtomagistral“, ”Construction and Assembly Trust No. 8“, ”Baranovichi Reinforced-Concrete Structures Factory“, ”Medlplast“, ”Konfa“, ”Belsantechmontazh 2“.
